Charles Howard Cilley was born 12 February 1882 in Brookline, Massachusetts, the son of Charles Howard Cilley, Sr. (1852-1903), a native of East Machias, Maine, and Esther M. (Pratt) Cilley.  On January 27, 1905 at Brookline, Massachusetts, Charles Howard Cilley, Jr., married Elsa M. Thayer, a Boston native and daughter of Henry Thayer and Louisa (Wilfert) Thayer.

Charley's younger brother, Frank Lockwood Cilley was born 1 May 1886, at Brookline, Massachusetts.  On 21 November 1912 at Boston, Massachusetts, Frank married Mary B. Sullivan, daughter of Daniel A. Sullivan and Katherine (McDermott) Sullivan of Boston.
