From brief online research, hopefully correct - corrections requested:
There was a Francis Bullock in Cornish, New Hampshire, in Sullivan County, in the 1830 Census, possibly the Francis who received the award. And a Francis Bullock in the 1860 Census in Charlestown, New Hampshire, also in Sullivan County, a farmer, along with Mary, a housekeeper, possibly his wife, and a 14 year old Mary.
The Instructor, Mr. or Ms. Wright, is another mystery.
