From brief online research, hopefully correct - corrections and additions requested:

Albert H. Webb was born about 1862 in New York, the son of Henry and Sarah Webb.  Two of his siblings inscribed pages in his album.  George W. Webb inscribed a page at Rochester, New York, on January 18, 1881.

Albert's sister Mary L. Webb of Alexander, New York, inscribed a page on February 14, 1882.
